Poor. The number of hand-arrest operations (OTT) against lawyers such as judges by the KPK has raised concerns from academics. The supervision of the Judicial Commission (KY) has become questionable in supervising the judiciary. Against this anxiety, the HKn FIS UM Department held a national seminar and book review on the Strengthening of the Judicial Commission Strategy Model of Judge Supervision in the Context of Judicial Reform at the Ki Hajar Dewantara FIS Hall, State University of Malang on Thursday (31/1/2019). The books discussed in this seminar were compiled from the research results of Dr. Nuruddin Hady, SH. MH, Prof. Dr. Sukowiyono, SH. MH, and Desinta Dwi Rapita, S.Pd, SH. MH.

Based on the research results, it was stated that the strengthening of the Judicial Commission (KY) could be carried out in two strategic models, namely active supervision. Active supervision is divided into five criteria for cases to be monitored, namely attracting attention, regarding political issues, intervention against judges, and indications of partiality. Second, the passive surveillance strategy model that is carried out by KY on cases or cases.

One of the book writers team, Dr. Nuruddin Hady, SH. MH, explained, the obstacle that is often faced by KY in following up on reports is that the reporter does not bring supporting evidence. So that makes it difficult for KY to investigate, as a reporter is the party that loses in the case. "On the other hand, KY's authority as a liaison is limited because the final decision is in the central KY. The follow-up process takes a long time, ”he said.

"In addition, there is a lack of human resources for connecting KY, for example in the East Java area there are only 2 people from the minimum standard of 4 people. Another obstacle in oversight is that the judges object to conducting open monitoring, refusing to be documented for various reasons. The limited budget for supervision in the KY of the liaison office is also a point of obstacle, "he added.

Based on the book Strengthening the Judicial Commission Strategy Model of Judge Supervision in the Context of Judicial Reform, Nuruddin also conveyed 4 future ideas. First, the authority of KY is expanded, not only to supervise the behavior of judges but also law enforcement officials such as police and prosecutors. Second, KY needs to be given the authority independently to do wiretapping against judges who are indicated to have violated the code of ethics and judge behavior. The third KY of the liaison office needs to be given the authority independently to decide on follow-up on community reports and finally build synergy with mass organizations, OKP, and universities.
