Poor. Starting from a letter from the Ministry of Administrative Reform and Bureaucratic Reform (Kemenpan RB) Number B / 32 / RB.04 / 2019 dated 11 July 2019 regarding the Survey on the Results of the Implementation of Bureaucratic Reform, BPS Malang City was appointed by the Ministry of Agriculture to conduct the survey at Malang State University ( UM). Malang City BPS Team consisting of the Head of BPS Drs. Sunaryo, M.Si, together with five members, conducted a survey from September 5-9 2019 targeting 30 student respondents to find out satisfaction with services and implementation of bureaucratic reform at UM.  

According to the Head of the Personnel Division of UM Dwi Waluyo, S.Sos Menpan RB conducted a survey of all agencies in Indonesia regarding the implementation of Bureaucratic Reform, therefore asked Malang City BPS to conduct a survey of the implementation of bureaucratic reform at Malang State University (UM).

"The Head of BPS Malang City and five staff came to UM on September 5, 2019 and were received by the UM RB Team Secretary Dr. Imam Mukhlis, SE, M.Si from FE UM. While the head of UM RB Dr. H. Imam Agus Basuki, M.Pd was unable to attend. The survey conducted by the Malang City BPS Team at UM was to see whether the implementation of bureaucratic reform at UM in 2019 was going well and smoothly. There were 30 respondents who were randomly selected by the BPS Team who were asked various things, from the new student registration process, KRS system, UM library systems and facilities, to the implementation of the report application system to respond to public complaints managed by PR. In addition, the BPS team also conducted a survey at the faculty regarding the process of teaching and learning activities between students and lecturers, "he said.

"According to the scheduled plan, the Malang City BPS Team conducted a survey for three days, starting from Friday to Monday. Each respondent was asked about the implementation and follow-up of the Bureaucratic Reform process carried out by MUs whether it is in line between planning and implementation in the field. These respondents were randomly selected by the BPS team, so that the MUs did not know who the respondents would be. The essence of the survey carried out by the BPS team is to inform the RB Ministry how the implementation of Bureaucratic Reform (RB) in MUs is going well or not, ”he continued.

"If you look at the bureaucratic reform road map book that has been used by MUs to refer to various activities, the road map ranges from 2017-2019 so that outside the survey, the UM RB team held an internal meeting and decided to compile the 2019 RB report and try to rebuild the road map. implementation of bureaucratic reform from 2020 to 2022 or 2024, "he added.

Meanwhile the Head of Sub Division of Administrative Personnel Sjamsul Bachri, S.AP added that the survey which was conducted by five BPS Malang City teams started from the Faculty of Economics, UM, and looked for student respondents at random, especially new UM class 2019 students.

"Some of the new students who were met at the faculty were asked about the faculty and university services whether it was in accordance with the road map for bureaucratic reform that we made or not. After leaving the faculty of economics, the BPS team continued to the UM central library. Some of the students who were hanging out in a discussion were met by the survey team to ask and answer questions about library services. On average, the new students admitted that they were satisfied with the various friendly and good facilities and services in both the UM central library and the economics faculty, "he explained.

"After conducting a survey to the library, the team continued the survey to the academic department of UM, to be precise in the Academic Evaluation Subagency and the Statistics Registration Subag. The team also asked students regarding the registration process for new students when they initially registered at UM until the services and facilities provided were in the form of alma mater jacket and student identification card (KTM), "he continued.

Pak Dwi Waluyo added, “I understand that the emphasis of the questionnaire assessed by the BPS team includes fast, cheap, efficient and good service. Many BPS teams assess IT-based, application-based and online services. They asked what online applications UM has to support and facilitate services to students. They also ask print screen, screen shoot from various service applications owned by UM. The better the information technology, the higher the assessment, because in today's era, almost all services have been carried out online based on innovative applications, "he added.

"The survey conducted by the BPS Team is also a follow-up to the 2018 report and the road map for bureaucratic reform that we sent to Menpan RB last year. "This report provides an initiative to conduct a survey as well as provide an assessment of the extent of the implementation of bureaucratic reform in MUs," he said.
